As part of the government’s response to the Knight Review of the student visa australia Program, the Strategic Review of the Student Visa Program 2011 reported to the government last June 30, 2011 with 41 recommendations, a series of changes in the visas to Australia for students were recently implemented.
As you might recall last December 2010, the government appointed the Hon Michael Knight AO to conduct the first strategic review of the student visa program. This was aimed to help enhance the quality, integrity, and competitiveness of the student visa program. On March 7, 2011, a discussion paper was released by Mr. Knight and encouraged interested parties to make a written submission to the review. The review had received 200 submissions.
Then last June, the Knight review was submitted to the government with 41 recommendations. On September 22, 2011 the government released Mr. Knight’s review and its response to the review. The government responded that it supports in principle all of Mr. Knight’s 41 recommendations. However, the government has modified some recommendations in order to enhance the performance of the Australian education sector and to better safeguard the integrity of the visa system. The Changes Currently, last November 5, 2011, the series of changes as part of the stage one of the government’s response to the Knight Review of the student visa program commenced.
This includes recommendations:
(1) introduction of an upfront ‘genuine temporary entrant’ criterion for the assessment of any application for Australian visa for students which covers both a genuine temporary entrant and a genuine student; this a confirmation of enrollment issued by their intended education provider;
(10) removal of the English language test requirement for Independent ELICOS (subclass 570) visa applications subject to Assessment Level 4 or Assessment Level 5;
(9) provision of a visa extension for up to six months after thesis submission for Higher Degree by Research (HDR) students;
(14) inclusion of pre-paid home stay fees in financial assessments on the same basis as pre-paid boarding fees; (38) cessation of Pre-Visa Assessment (PVA) and reductions in financial requirements for Assessment Level 3 and Assessment Level 4 Student visa applicants. The reduction in financial requirements for the visas Australian for students is not a recommendation of the Knight review; however, it is a further measure introduced by the government in order to assist the international education sector since the release of the government’s response to the Knight review.
The reduction entails that students who are subject to Assessment Level 3 or Assessment Level 4 will need up to AU$36,000 less in the bank when applying for a Australia visa form for students.
